With the Rajya Sabha approving the Promotion and Regulation of Online Gaming Bill, 2025 yesterday, India’s online gaming industry is set to enter a new regulatory era. The bill not only provides long-awaited clarity but also draws firm boundaries around what is permissible and what is not.

At its core, the legislation seeks to encourage e-sports and social gaming while imposing stringent restrictions on money-based gaming platforms. For companies like Dream11, MyTeam11, RummyCircle, MPL, and PokerBaazi, the implications are significant, with many now required to reassess their models to remain compliant.

Key Provisions of the Bill

The law establishes an Online Gaming Authority to oversee the sector and enforce standards. The most notable measures include:

  • Ban on betting and wagering: Real-money gaming is prohibited.
  • Restrictions on advertising: Promotional content encouraging money gaming will not be permitted.
  • Banking curbs: Financial institutions are barred from processing payments related to banned activities.
  • Severe penalties: Violations could attract fines between ₹50 lakh and ₹2 crore, imprisonment of up to three years, and possible closure of platforms.

From my assessment, the intent is not simply to regulate but to fundamentally reshape the industry by cutting off all major support mechanisms for money-driven platforms.

A wide range of well-known platforms will be affected, including:

Even companies such as Nazara Technologies, with only indirect exposure through investments, may feel the effects.

For fantasy sports providers, the challenge lies in redesigning contests in ways that comply with the new restrictions. For rummy and poker-focused businesses, the situation is more difficult, as their revenue streams are primarily tied to money-based play.

Rationale Behind the Law

While introducing the bill, Electronics and IT Minister Ashwini Vaishnaw highlighted the growing social risks of money gaming, calling it a public health concern. According to government data, 45 crore Indians collectively lose around ₹20,000 crore every year on these platforms, with many cases leading to addiction, fraud, and family distress.

The legislation now classifies games into three categories:

  1. E-sports – competitive, skill-based events with global recognition.
  2. Social games – casual, community-oriented, and non-monetary.
  3. Online money games – activities tied to monetary stakes, now under strict prohibition.

The government’s stated objective is to actively promote the first two categories while restricting the third.

The Road Ahead

For the industry, this marks both a disruption and an opportunity. Companies that have long operated in a grey zone now face clear regulations. Some will pivot—potentially toward free-to-play formats, e-sports integration, or social gaming. Others may struggle to survive without fundamental reinvention.

In my view, the most resilient platforms will be those that view regulation as a foundation for sustainable growth rather than merely a limitation. The bill’s emphasis on e-sports and social gaming could also create space for new entrants and fresh innovation.
